Hackney Council is in the final stages of developing its Special Educational Needs and Disabilities (SEND) and Inclusion 3-Year Strategy (2025-2028). The consultation, which opened on 8 September 2025 and runs until 3 October 2025, gives families, young people, and professionals a chance to help shape the future of SEND services in Hackney.
This new strategy builds on the Hackney SEND 2022-2025 Strategy, reflecting the voices of children, families, and practitioners who have contributed through workshops, discussions, and targeted questionnaires over the past few months.
What is the Hackney SEND & Inclusion Strategy?
The SEND & Inclusion Strategy sets out Hackney’s local vision and priorities for improving support for children and young people with Special Educational Needs and Disabilities. The draft strategy is co-produced with the community and outlines:
- A clear vision statement for SEND and Inclusion in Hackney
- Five overarching priorities identified through consultation
- A shared definition of what Inclusion means in practice
- Key outcomes the Council and partners want to deliver
- How the strategy will be implemented over the next three years
By engaging in this consultation, families and professionals can ensure the final strategy reflects the real issues and challenges faced by Hackney’s SEND community.
Why is This Consultation Important?
Hackney Council has worked collaboratively with parents, carers, young people, and SEND professionals since April 2025 to co-produce this strategy. This final consultation stage is an opportunity to check whether:
- The draft accurately represents your views and experiences
- The priorities address the most important needs
- Nothing vital has been overlooked
Your feedback will help refine the strategy before it is reviewed by Hackney Council’s senior leaders and submitted to Cabinet for approval in December 2025.
Once approved, the final version will replace the Hackney SEND 2022-2025 Strategy in the New Year.
